No, it is possible to report a change of ownership even if it has not yet been updated in the records of the relevant trademark office. However, in order to demonstrate the change in ownership, you need to provide the transfer/assignee declaration template available on the Clearinghouse website. Additionally, you should select "assignee" as the status of the trademark holder.
